Hugues MBADINGA MADIYA

Mr. Hugues MBADINGA MADIYA served as a Minister in the Gabonese government from November 2019 to August 2023. He held various ministerial positions, including the Ministry of Investment Promotion, Public-Private Partnerships, and Business Climate Improvement; the Ministry of Trade, SMEs, and Industry; and the Ministry of Transport, Equipment, Infrastructure, and Public Works. In addition to his ministerial roles, Mr. Hugues MBADINGA MADIYA held significant responsibilities in the Gabonese civil service. He served as the Chief of Staff to the Prime Minister (2017-2019), Director-General of Debt (2017-2019), Deputy Secretary-General of the Ministry of Budget (2014-2017), and several times as an advisor in various ministries (2008-2014). An economist, he graduated from the Omar Bongo University in Libreville and the Institute of Economics and Finance (IEF). He also holds an MBA in International High Finance obtained jointly from the French Institute of Management and the University Paris 1 Panthéon, as well as an Executive Master from Sciences Po Paris. Passionate about development and a convinced Pan-Africanist, Mr. Hugues MBADINGA MADIYA is the author of a book titled “Financial Integration and Development in Africa: CEMAC at the Crossroads,” published by L’Harmattan.
